APU Team at 2021 IHL Moot & Role-play Competition

赤十字国際委員会（ICRC）駐日代表部が主催する「2021年度国際人道法（IHL）模擬裁判およびロールプレイ大会国内予選」が2021年11月27日（土）、28日（日）、12月12日（日）の三日間にわたって開催されました。
APUから初めて平野ゼミの学生が出場しました。ゼミ生7名は、２つのチームに分かれ、模擬裁判とロールプレイのそれぞれの部門で課題に取り組みました。
国際法の知識を駆使して英語弁論を繰り広げる、模擬裁判の部門へ出場したチームは、予選を突破し準決勝まで駒を進めましたが、惜しくもアジア大会への進出を逃しました。
ロールプレイの部門ヘ出場したチームは見事優勝を勝ち取り、今年マレーシアで開催されるアジア大会へ日本代表としての出場権を獲得しました。ロールプレイでは、武力紛争下におけるさまざまな架空の状況を設問として与えられ、本年の大会では、1）赤十字国際委員会（ICRC）のスタッフとして拘置所を訪れ、捕虜に話を聞く、2）侵略国側の外務省のスタッフとして、軍少佐のメディア・ブリーフィングの準備をする、という役割を演じました。
この成果を踏まえ、立命館法人から2021年度課外自主活動分野で活躍する学生の表彰（団体―学術研究分野）を受賞しました。
The International Humanitarian Moot Court and Role-play Competition, hosted by the International Committee of Red Cross (Japan), took place on November 27 and 28 as well as December 12.
Two teams consisting of 7 seminar students under my supervision took part in both the moot court and role-play sections.
The team that participated in the moot court, which made full use of knowledge of international law to answer questions, advanced to the semi-final after breaking through the preliminary round, but unfortunately did not advance to the Asian tournament.
The team that participated in the role-play won first place, which gained a ticket to participate in the regional round in Malaysia this year. The International Humanitarian Role-play Competition aims to help students understand International Humanitarian Law beyond the classroom by giving various fictitious situations under armed conflict as questions, and assigning roles, including humanitarian organizations, civilians, and armed groups.
